Business Investment in Canadian economy has decreased in the year 2015 and has depicted a phenomenal drag on GDP growth rate since last year. This collapsed investment is one of the primary reasons of drop in commodity prices last year that has hindered the economic activity. However, a minor nominal increase in oil prices has raised the hope for economic development in terms of strengthened Canadian Dollar. The announcement of first budget in Mar ’16 highlighted certain aspects that may help to trigger the economy. However, Federal Liberals alleged that budget is not solely responsible to bring any changes in the economy, as they are not the mediums to execute the ‘innovation policy’. This paper aims to analyze the set of policies that could have been implemented to trigger innovation in Canadian economy in line with an appropriate growth model that will eventually affect the per capita income and GDP growth rate of the economy over time. Firstly, if Canada is interested to focus on innovation and growth, it must put the economic immigration on the same path. Currently, the immigration system has set forth some barriers in the employers’ path. One of the most talented and skilled human resources that can be recruited is generally undermined by the system.

Bill Morneau, Canada’s finance minister stated that if the country seeks to become a global innovative leader, then all the economic immigration policies must be best put in place. He reiterated that an innovation strategy could not be effective or successful unless it is backstopped by the talented human resource that could have been developed domestically and recruitment from overseas (Breznitz 2016). The Liberal Party of Canada highlighted that country must focus on its immigration policies in order to attract more talent internationally, a procedure now aggressively adopted by competitor countries in order to trigger the factor of ‘innovation’ into their economic boundaries. However, they are still unsure about the process of courting these immigrants, as whether they should be recruited by the companies or the government bureaucrats. This immigration system is competing at two different policy principles. On the one hand, government is eagerly seeking to attract top-notch talent globally, and on the other hand, they want Canadians to get jobs first. Government’s latest plan, Express Entry was introduced with the aim to facilitate employers to seek talent they desire but today it is largely criticized by members as they feel it has hampered their abilities to create attraction over time (Cartwright 2016).
